Most of the time, it is advisable to separate intent from presentation. This speaks poorly of things like <label text="Address" x="30" y="1"/> as seen in GNUe Forms. For the intent portion, a much better standard is XForms (though I'm biased--I'm an editor) http://www.w3.org/TR/xforms/ http://www.w3.org/MarkUp/Forms/ For presentation (even x,y stuff), CSS2 seems to work pretty well. My employer has released a successful implementation of eforms using HTML forms and CSS absolute positioning.
