I have relied on having the localName.

AElfred2 Native Pascal Parser (based on AElfred2 Java) reports "Document"
for both localName and QName.

I didn't-- but I did/do participate in the SAX for Pascal group and I would
surmise that the understanding was that localName was provided in either
case.

Also tested:
========

MSXML3 (haven't tested 4) reports "Document" for both localName and QName.

AElfred2 Java reports "Document" for both localName and QName.

Keith Wood's Native Pascal Parser reports "Document" for both localName and
QName.
