Yes you are right. In MPEG-7 you can describe very simple things
like the number of lines. But the main intent is both to describe
images in terms of features like color histograms, shapes, 
textures and also in terms of some higher semantics like number 
of persons, the name of the actors aso... 

There are many applications where such "descriptors" have to be 
embedded within the image or in the video (as it is possible in 
jpeg2000 or MPEG-2 with the new amendment: metadata on MPEG-2) 
or kept separate.

Both can be done in textual XML or in binary using BiM.
