Conceptual mistakes become du jure mistakes. If it is costly, one wonders about the definition of integrity if it has to be defended post hoc. As I implied in an earlier reply to Len, conceptual integrity has a "value" all its own, even though that is hard to quantify in a cost/benefit analysis.
