I proposed that during the original namespace discussions. 

It was rejected because we would have to create some kind of subset 
of URIs because of character overlaps, such as quotes, which would
complicate life for the DPH.  Also for terseness, I suppose. I still
think having just default declarations or full names (using some limited
URI) is better than the prefix hack.  

When we say "DTDs don't work with namespaces" we really should
be saying "namespaces made DTDs break", which is not the same
thing.
