Current Patent Practice W3C Note 24 January 2002 http://www.w3.org/TR/2002/NOTE-patent-practice-20020124 This is the new W3C Patent Practice, and it looks like it was written by the XML Dev mailing list - it has a very strong preference for Royalty Free and disclosure of patents.
