Edited to protect the foolish, but otherwise exactly as 
received:

"X intends to participate in information sharing with other 
agencies within Y. The new system must be capable of sharing data
with the other jurisdictions within Y despite the desperate systems in
use throughout the county. To this end, X must look to systems that
support modern data sharing techniques, such as XML and XSL and other data
sharing protocols."

So now XML and XSL are cures for deperation; a heckuva web service for sure.
