I'll admit to not really even skimming the related thread on using MSXML as 
a yardstick, but I do believe that it's something to be undertaken with 
extreme caution based on it's many well-documented weaknesses.

It says far more about MSXML than conformance to XML.

That said, working with complex and frequently modified PEs within a DTD is 
certainly going to be more challenging for implementors than a more 
straightforward DTD design. Some would call Modularization's use of this 
technique a grim necessity. I personally don't find it that intolerable, 
but there's a learning curve attached, and a simplistic parser can be (and 
has been demonstrated to have been) thrown for more than one loop or two in 
attempting to manage these files.
