I don't think this is true. For instance, using MSXSL, try:

<xsl:transform xmlns:xsl="http://www.w3.org/1999/XSL/Transform"
                version="1.0"
>

<xsl:output encoding="UTF-8" />

<xsl:template match="/">
<html>
  <head>
  </head>
  <body>
    <p>
      carriage return: &#13;
      line feed: &#10;
    </p>
  </body>
</html>
</xsl:template>

</xsl:transform>

The result is:

So it doesn't matter how you put it into the source, it will be normalized
to a "default" line end anyway.
