If open accessability of pages is not a concern, why use HTML at all? 
Why not just use Tagged PDF or Flash, both of which are very widely deployed 
and  excellent in their own ways?

If the IT shop had the policy "We won't use any tricky scripting
except in specific areas that absolutely need it" the IT shop would not
have to ask those questions.
