Since the W3C is talking up an architecture group, 
and because XML is a fundamental of the architecture, 
I would think before major release changes are 
proposed, that group would form and work on its 
recommendations to be added to others.

<notaBene>I'm not in favor of closed groups that 
go off and plan the future in secret.  Never have 
been, but the W3C is the owner 
of XML, does as it thinks, and in the case of a 
major release version, that group would be a 
consideration.  Given the effect on other 
parts of the web architecture, it would be 
prudent to get that in motion if it is an 
inevitability before serious consideration 
or heated debates over a major features 
release.</notaBene>

That may very well be, but you must be cognizant of the fact that you will 
(and very well should) get input that says "and here are some more ideas 
that WE think are required of a new version as well".

Experience and difficulty with the current Rec are not a closed event unto 
those in the WG.

Let us listen closely, lest we end up with a Rec that solves very few 
problems (with vague indications of forward work), and then refuses to do 
so yet again.
