But "name" is scoped to its containing element, whether that uses
explicit (prefixed) or implicit (default) qualification.  It's already 
just like XSLT, where you see in the examples, e.g.

 <xsl:template match='xyzzy'>...</xsl:template>

No qualification on 'match'.
