There's no problem adding Namespace support to SAX -- after all, you can stack SAX filters on top of each other. John Cowan wrote a Namespace filter for SAX about a year ago, and I have a fairly high-performance one that I just haven't had time to package and release yet. The problem is the lack of a standard way to tell whether a SAX driver already supports Namespace processing natively (and, thus, doesn't need a filter), together with a standard way to turn that processing on or off.
