Coming in late to this, but IMHO, and after watching four billion 
spent on CALS, they will use it when it is easier to use than 
the alternatives immediately available and when RFPs require it.

How many of you know how to start, work, and complete an 
enterprise engineering project?  What tools would you use?

It is up to us to make schemas useful.  XML Doesn't Care.
