I received some good insight into this just yesterday: [Which you should use depends upon] when you need it and what you need it to do. If you need to reach the most parsers, and are willing to give up datatypes and namespace support, use DTDs. We are recommending that many of our clients use XML-Data Reduced, as documented at http://msdn.microsoft.com/xml/XMLGuide/schema-overview.asp because this gives you datatypes and namespace support, though this is currently supported only in shipping Microsoft and Datachannel parsers. If you can wait six months to a year, the W3C is working on a new schema language that may or may not be similar to XML-Data Reduced. Hope that helps you.
