I actually changed the association of "Open" to XMLPad.exe and was still able to use the File|Open command IE5 to open a "foo.xml" file. The only issue is that it doesn't have a filter for XML files, so you have to select "All Files" in order to be able to see your XML file. But this is regardless of the association.
