Didier says:
same thing for a registered hname NID. People would have the choice to store
their name space documentation in a registry or, if this is not important,
use a URL instead. The former being location independent, the latter
location dependant. The risk incurred with the latter is that the
documentation cannot be moved otherwise the documentation reference is
broken. the advantage of the former is that we can change the documentation
location without breaking the documentation link. Thus, if we change ISP,
the reference is still good.
