To me, that seems perfectly fine. Attribute values cannot contain references to external entities. See the WFC in 3.1 I wanted to do this on XMLSOFTWARE where I wanted to have an attribute Updated="&date;" where date was an external entity changed daily by a cron job. Instead I just made it an element rather than an attribute.
