So I suggest that you build this into XSchema from the start: you can do this simply by using HTML's meta element, and by adding HTML's body element at the end, to fit in any miscellaneous text that the person wants to add. (I know that this may seem to duplicate XSC:Doc, but for any sizeably documented DTD, the declaration elements should come before the documentation elements so that the receiveing processor does not have to wait for long periods for the stuff it is really interested in.)
