Start with the assumption that there is no right answer, and indeed that the answer you come up with is going to be wrong. It's like deciding the top-level structure of your application before you start coding, knowing that you're never going to be able to change it. Or like designing a filing system which you will never be able to reorganize. My preference is to use as few namespaces as you can get away with. Only put two names in different namespaces if they are controlled by different naming authorities or change control processes.
