Classifying NEL (FW: about section 3.9, line boundary, and NEL)

I contacted the folks at the Unicode Consortium and asked whether the
explanations of line endings in the standard annex #13 would not put NEL in
the line boundary control list. Ken Wheeler responed as follows (and later
said it would be no problem to forward this).

And so the question of whether appealing directly to Unicode resolves
whether NEL can be but in XML's S production is still up in the air.
