0. INTRODUCTION

This specification provides the definition of the International movement of goods governmental regulatory message (SANCRT) to be used in Electronic Data Interchange (EDI) between trading partners involved in administration, commerce and transport.


1. SCOPE


1.1. Functional Definition

The SANCRT message permits a commercial operator to apply to a national agency for the issue of a certificate, permit, authorization etc. in respect of products to be imported or exported. It further permits the issuing authority to transmit to the applicant and to the exporting or importing country's relevant national authority, (e.g. Customs, Agriculture etc.) the details of the certificate, permit or authorization in respect of those products thus facilitating the import/export clearance of the consignment whilst ensuring that all certificate, permit, authorization requirements are met.


1.2. Field of Application

The International movement of goods governmental regulatory message may be used for both national and international applications. It is based on universal practice related to administration, commerce and transport, and is not dependent on the type of business or industry.


1.3. Principles

This message may be used nationally and internationally by government authorities and commercial entities requesting, issuing or verifying permits, certificates, authorizations, licences, etc. in respect of imported and exported goods. Typically the message would be used:

  1. by an importer or exporter to request an issuing authority to issue a certificate, permit, etc.;
  2. by an issuing authority to inform the applicant that a certificate, permit, etc. has been issued;
  3. by an issuing authority to inform the national Customs authority of the details of the consignment that has been certified, licensed, etc.;
  4. by an issuing authority to inform an overseas authority (e.g. Food and Drug, Agriculture etc.) of the details of a consignment that has been certified, licensed, etc.

The message is intended to cover a wide range of products requiring authorization, certification, etc. for a wide variety of reasons (e.g. sanitary/phytosanitary certification, certificate of origin, certificate of authenticity, import and export permits or licenses for various goods).

  • The message may be used for either imported or exported products. In both cases a single message is used for a product type consigned from a single consignor to a single consignee.
  • A certificate may cover several product items. A certificate should however be limited to product items of the same type or category.
  • All products covered by a certificate are transported together on the same transport vehicle or vehicle set at the same time. Transport can however occur over more than one stage.
  • The product may be in zero, one or more containers.
  • Inclusion of standard endorsements or generic textual declarations in the certificate is discouraged. It is recommended that these and other certification protocol requirements be accounted for outside the certificate in individual trading partner agreements.

4.1. Data Segment Clarification

This section should be read in conjunction with the Segment Table which indicate mandatory, conditional and repeating requirements.

0010 UNH, Message header

A service segment starting and uniquely identifying a message. The message type code for the International movement of goods governmental regulatory message is SANCRT.

0020 BGM, Beginning of message

A segment uniquely identifying the type of document (e.g. certificate of origin, export licence, application for licence), its function and the document reference number.

0030 DTM, Date/time/period

A segment identifying dates relevant to the document specified in the above BGM (e.g. date of issue, the validity period, the date on which licence is available for inspection, the date goods are available for inspection, the authentication date, time of the document).

0040 LOC, Place/location identification

A segment identifying a location relevant to the entire message (e.g. country of origin, country of ultimate destination, country of destination, present location of goods, identification of transit countries, country of export, region of export).

0050 RFF, Reference

A segment identifying references related to the entire message (e.g. Customs declaration number, exporters textile control registration number, form A reference number, certificate number, slaughter plant licence number, processing plant licence number).

0060 FTX, Free text

A segment specifying textual information in code or clear form, to give further clarification where required to the entire message (e.g. special comments, certification statements, goods description).

0070 MEA, Measurements

A segment identifying measurements relevant to the products covered by the entire message (e.g. net weights of goods, quantity of goods, quantity covered by quota).

0080 MOA, Monetary amount

A segment identifying monetary amounts related to the whole message (e.g. invoice value, special handling charges, transport charges, customs value).

0090 GIS, General indicator

A segment to identify the import validation indicator.

0100 CST, Customs status of goods

A segment identifying the Commodity code which relates to the whole message.

0110 Segment Group 1: DOC-DTM-LOC

A group of segments identifying documentary requirements where they are needed as supporting information for the entire message.

0120 DOC, Document/message details

A segment identifying a specific document required as supporting information for the entire message.

0130 DTM, Date/time/period

A segment identifying a date related to the document specified in the above DOC (e.g. date of issue of the document or the presentation period within which the document must be presented).

0140 LOC, Place/location identification

A segment identifying locations related to a document (e.g. the place of issue of document identified in the above DOC).

0150 Segment Group 2: NAD-SG3

A group of segments identifying parties relevant to the entire certificate, with any related contacts and communication numbers.

0160 NAD, Name and address

A segment identifying the names and addresses and other references of a party or site associated with the message (e.g. importer, consignor, consignee, exporter, applicant, transport company, manufacturer, company to which product is to be transferred, certificate issuing authority, authentication party).

0170 Segment Group 3: CTA-COM

A group of segments identifying a contact and communication numbers for the party specified in the above NAD.

0180 CTA, Contact information

A segment giving additional contact information for the person or department specified as a relevant party, to whom communication should be directed.

0190 COM, Communication contact

A segment identifying the phone number, fax number or other communications number of the contact specified for the relevant party.

0200 Segment Group 4: TDT-DTM-LOC-RFF

A group of segments specifying how products described on the message are transported, possibly in multiple stages.

0210 TDT, Details of transport

A segment identifying the mode and means of transport, and the transport vehicle used (e.g. vessel voyage number or aircraft flight number, vessel or aircraft name, vessel or aircraft registration number).

0220 DTM, Date/time/period

A segment identifying a date related to the transport of product (e.g. date of departure and date of arrival of each transport stage).

0230 LOC, Place/location identification

A segment identifying a location relevant to a transport stage.

0240 RFF, Reference

A segment identifying an additional document or regulatory references relevant to a transport stage.

0250 Segment Group 5: PAC-PCI-MEA

A group of segments specifying the number, characteristics, and identification markings of packaging relevant to the entire message.

0260 PAC, Package

A segment identifying the number and type of packages relevant to the entire message.

0270 PCI, Package identification

A segment identifying markings and labels on packages relevant to the entire message.

0280 MEA, Measurements

A segment identifying measurements relevant to packaging of the product covered by the entire message (e.g. weights of inner and outer packages).

0290 Segment Group 6: EQD-TMP-SG7

A group of segments identifying equipment used to transport of product covered by the entire message.

0300 EQD, Equipment details

A segment identifying a unit of equipment used to transport the product covered by the entire message (e.g. container or ships hold).

0310 TMP, Temperature

A segment to identify temperature details related to the equipment unit specified in EQD.

0320 Segment Group 7: SEL-DTM-LOC

A group of segments identifying seals applied a unit of equipment used to transport the product covered by the entire message.

0330 SEL, Seal number

A segment identifying a seal and the seal issuer for the unit of equipment.

0340 DTM, Date/time/period

A segment identifying a date relevant to the sealing of the unit of equipment.

0350 LOC, Place/location identification

A segment identifying a location relevant to the sealing of the unit of equipment (e.g. place where seal applied).

0360 Segment Group 8: PRC-IMD-NAD-MEA-DTM-LOC-DOC-RFF-TMP

A group of segments identifying a process applied to the product, packaging or transport equipment covered by the entire message, and related names, addresses, dates, measurements and references.

0370 PRC, Process identification

A segment identifying a process relevant to the entire message (e.g. pest treatment, slaughtering, packing, storage, testing, preservation and materials such as chemicals associated with the process).

0380 IMD, Item description

A segment used to indicate chemicals, active ingredients etc. used in processing.

0390 NAD, Name and address

A segment identifying the name and address of a party associated with the product item process (e.g. treatment, slaughtering, packing, storage, inspection or testing organisation).

0400 MEA, Measurements

A segment identifying various measurement factors for the process (e.g. temperature during storage or chemical concentrations during treatment).

0410 DTM, Date/time/period

A segment identifying a date and or time relevant to the process (e.g. duration of a specific process).

0420 LOC, Place/location identification

A segment identifying a location relevant to the process.

0430 DOC, Document/message details

A segment identifying a specific document required as supporting information for the process.

0440 RFF, Reference

A segment identifying an additional reference or regulation relevant to the process.

0450 TMP, Temperature

A segment to identify temperature details related to the process.

0460 Segment Group 9: LIN-CST-MEA-PIA-IMD-GIN-RFF-ATT-DTM-LOC-FTX-

QTY-MOA-SG10-SG11-SG13-SG14-SG16 A group of segments identifying line item details for a certificate, permit, authorization, etc.

0470 LIN, Line item

A segment identifying product item details for a line on the message.

0480 CST, Customs status of goods

A segment identifying the Commodity code at item level.

0490 MEA, Measurements

A segment identifying measurements relevant to the product item (e.g. net and gross weights, number of items or age).

0500 PIA, Additional product id

A segment specifying additional or substitutional product item identifiers. The segment should be used for example to specify any tariff classification relevant to the product item.

0510 IMD, Item description

A segment describing the product item in an industry or free format. The segment could also be used to describe attributes such as species or breed.

0520 GIN, Goods identity number

A segment specifying additional identifiers related to the product item (e.g. animal tag numbers).

0530 RFF, Reference

A segment identifying references related to the product item (e.g. quota reference number, export authorization number, permit holder reference number, product serial number).

0540 ATT, Attribute

A segment further identifying attributes of the product item (e.g. product sex).

0550 DTM, Date/time/period

A segment identifying a date relevant to the product item (e.g. the use by date).

0560 LOC, Place/location identification

A segment identifying a location relevant to the product item (e.g. country of origin where different to country of export).

0570 FTX, Free text

A segment specifying textual information in code or clear form, to give further clarification where required for the product item (e.g. scientific name of the product item, any declarations or comments specific to the product item, and the names of product contaminates).

0580 QTY, Quantity

A segment identifying quantity details relevant to the product item (e.g. quantity manufactured, quantity in commercial units, quantity in control units, quantity in quota units, quantity shipped).

0590 MOA, Monetary amount

A segment identifying monetary amounts related to the product item (e.g. customs value, item price).

0600 Segment Group 10: DOC-DTM-LOC

A group of segments identifying related documents specific to a licence, certificate, permit, etc. line.

0610 DOC, Document/message details

A segment identifying a specific document required as supporting information for a certificate, permit, authorization line.

0620 DTM, Date/time/period

A segment identifying a date related to the document (e.g. date of issue of the document, the presentation period within which the document must be presented).

0630 LOC, Place/location identification

A segment identifying a location related to the document (e.g. place of issue of the document).

0640 Segment Group 11: NAD-SG12

A group of segments identifying parties relevant to the line item with any related contacts and communication numbers.

0650 NAD, Name and address

A segment identifying names and addresses of the parties relevant to the line item.

0660 Segment Group 12: CTA-COM

A group of segments identifying contact and communication numbers for the party identified in NAD.

0670 CTA, Contact information

A segment giving additional contact information for the person or department specified in NAD.

0680 COM, Communication contact

A segment identifying the phone number, fax number or other communications number of the party specified in NAD.

0690 Segment Group 13: PAC-PCI-MEA

A group of segments specifying the number, characteristics, and identification markings of individual packages.

0700 PAC, Package

A segment identifying the number and type of packages relevant to the product item.

0710 PCI, Package identification

A segment identifying markings and labels on packages relevant to the product item.

0720 MEA, Measurements

A segment identifying measurements relevant to packaging of the product item (e.g. weights of inner and outer packages).

0730 Segment Group 14: EQD-TMP-SG15

A group of segments identifying equipment used to transport the product item.

0740 EQD, Equipment details

A segment identifying a unit of equipment used to transport the product item (e.g. container or ships hold).

A group of segments identifying a process applied to a product item, and related names, addresses, dates, measurements and references.

0810 PRC, Process identification

A segment identifying a process relevant to the product item (e.g. pest treatment, slaughtering, packing, storage, testing, reservation and materials such as chemicals associated with the process).

A segment containing the result of the algorithm permitting the verification of the authenticity of the sender and the integrity of the data.

A segment identifying a date associated with the preceding AUT.

0940 UNT, Message trailer

A service segment ending a message, giving the total number of segments in the message and the control reference number of the message.
