Sanitary/phytosanitary certificate message

This message is available for formal trial for at least six months from the date of approval by UN/ECE/TRADE/WP.4.

Organisations are invited to trial this message. Comments on the results from the trial should be forwarded to their Rapporteur's Team Secretariat as soon as they are available. Based on the results of the trials, a UNSM may be issued.

The segments, composite data elements, data elements and codes for use in the trial of this message are contained in the Draft directory. However, this information may differ from that in the Standard Directory (UNTDID), even for material having the same identifying tags.

0. INTRODUCTION

This specification provides the definition of the Sanitary/phytosanitary certificate message (SANCRT) to be used in Electronic Data Interchange (EDI) between trading partners, involved in administration, commerce and transport.


1. SCOPE

A Sanitary/Phytosanitary Certificate permits an inspection authority to attest to the status (health, hygiene, freedom from disease or insect pests) of animal, plant or fish product, and provides basic details about the means of conveyance of that product.


1.1. Functional Definition

A Sanitary/Phytosanitary Certificate permits an inspection authority to attest to the status (health, hygiene, freedom from disease or insect pests) of animal, plant or fish product, and provides basic details about the means of conveyance of that product.


1.2. Field of Application

This message may be used nationally and internationally by government authorities and commercial entities involved in the process of animal, plant and fish product certification. Typically, the message would be used by one national authority to advise another that product meets exporting country standards and regulations. The message is intended to provide for all internationally agreed information requirements of government authorities with respect to health, phytosanitary and veterinary certification, including those specified by the Office International Des Epizooties International Zoo-Sanitary Code for trade in animals and animal products and by the International Plant Protection Convention (IPPC) for trade in plants and plant material.


1.3. Principles

  • a single certificate is for product exported by a single country to a single destination country.
  • a certificate may cover several product items. A certificate should however be limited to product items of the same type or category.
  • all product covered by a certificate is transported together on the same transport vehicle or vehicle set at the same time. Transport can however occur over more than one stage.
  • product may be in zero, one or more containers.
  • inclusion of standard endorsements or generic textual declarations in the certificate is discouraged. It is recommended that these and other certification protocol requirements be accounted for outside the certificate in individual trading partner agreements.

4.1. Data Segment Clarification

This section should be read in conjunction with the Branching Diagram and the Segment Table which indicate mandatory, conditional and repeating requirements.


4.1.1. Header Section

Information to be provided in the Header Section:

0010 UNH, Message header

A service segment starting and uniquely identifying a message. The message type code for the Sanitary/phytosanitary certificate message is SANCRT.

0020 BGM, Beginning of message

A segment uniquely identifying the Sanitary/Phytosanitary Certificate message, the type of certificate, its function and certificate number.

0030 DTM, Date/time/period

A segment identifying a date relevant to the entire certificate. The segment should be specified at least once to identify the date of certificate issue.

0040 LOC, Place/location identification

A segment identifying a location relevant to the entire certificate. The segment should be specified at least once to identify the country or place of certification.

0050 RFF, Reference

A segment identifying a reference related to the entire certificate, for example the establishment number for processing or slaughter plants.

0060 FTX, Free text

A segment specifying textual information in code or clear form, to give further clarification where required to the entire certificate. The segment should be used for any declarations or inspection comments relevant to the entire certificate.

0070 Segment Group 1: DOC-DTM-LOC

A group of segments identifying documentary requirements where they are needed as supporting information for the entire certificate.

0080 DOC, Document/message details

A segment identifying a specific document required as supporting information for the entire certificate. The segment should be used for the identification of any additional certificates or permits related to the Sanitary/Phytosanitary Certificate.

0090 DTM, Date/time/period

A segment identifying a date related to the document. The segment should be used for example to identify the date of issue of the document or the presentation period within which the document must be presented.

0100 LOC, Place/location identification

A segment identifying a location related to the document.

0110 Segment Group 2: NAD-SG3

A group of segments identifying parties relevant to the entire certificate, with any related contacts and communication numbers.

0120 NAD, Name and address

A segment identifying the name and address of a party or site associated with the certificate. The segment must be specified at least once to identify the consignor. Other parties or sites may for example be consignee, or certification officer.

0130 Segment Group 3: CTA-COM

A group of segments identifying a contact and communication numbers for the party relevant to the certificate.

0140 CTA, Contact information

A segment giving additional contact information for the person or department specified as a relevant party, to whom communication should be directed.

0150 COM, Communication contact

A segment identifying the phone number, fax number or other communications number of the contact specified for the relevant party.

0160 Segment Group 4: TDT-DTM-LOC-RFF

A group of segments specifying how product described on the certificate is transported, possibly in multiple stages.

0170 TDT, Details of transport

A segment identifying the mode and means of transport, and the transport vehicle used. The segment should be used for example to identify vessel voyage number or aircraft flight number, vessel or aircraft name, and vessel or aircraft registration number.

0180 DTM, Date/time/period

A segment identifying a date related to the transport of product. The segment should be used for example to identify the date of departure and date of arrival of each transport stage.

0190 LOC, Place/location identification

A segment identifying a location relevant to a transport stage.

0200 RFF, Reference

A segment identifying an additional document or regulatory references relevant to a transport stage.

0210 Segment Group 5: PAC-PCI-MEA

A group of segments specifying the number, characteristics, and identification markings of packaging relevant to the entire certificate.

0220 PAC, Package

A segment identifying the number and type of packages relevant to the entire certificate.

0230 PCI, Package identification

A segment identifying markings and labels on packages relevant to the entire certificate.

0240 MEA, Measurements

A segment identifying measurements relevant to packaging of the product covered by the entire certificate. The segment should be used for example to specify weights of inner and outer packages.

0250 Segment Group 6: EQD-SG7

A group of segments identifying equipment used to transport of product covered by the entire certificate.

0260 EQD, Equipment details

A segment identifying a unit of equipment used to transport the product covered by the entire certificate. The segment should be used for example to specify a container or ships hold.

0270 Segment Group 7: SEL-DTM-LOC

A group of segments identifying seals applied a unit of equipment used to transport the product covered by the entire certificate.

0280 SEL, Seal number

A segment identifying a seal and the seal issuer for the unit of equipment.

0290 DTM, Date/time/period

A segment identifying a date relevant to the sealing of the unit of equipment.

0300 LOC, Place/location identification

A segment identifying a location relevant to the sealing of the unit of equipment.

0310 Segment Group 8: PRC-IMD-NAD-MEA-DTM-LOC-DOC-RFF

A group of segments identifying a process applied to the product, packaging or transport equipment covered by the entire certificate, and related names, addresses, dates, measurements and references.

0320 PRC, Process identification

A segment identifying a process relevant to the entire certificate. The segment should be used for example to specify processes such as pest treatment, slaughtering, packing, storage, testing and preservation, together with any materials such as chemicals associated with the process.

0330 IMD, Item description

A segment used to indicate chemicals, active ingredients etc used in processing.

0340 NAD, Name and address

A segment identifying the name and address of a party associated with the product item process. The segment should be used for example to identify the treatment, slaughtering, packing, storage, inspection or testing organisation.

0350 MEA, Measurements

A segment identifying various measurement factors for the process. The segment should be used for example to specify temperature during storage or chemical concentrations during treatment.

0360 DTM, Date/time/period

A segment identifying a date relevant to the process. The segment should be used for example to identify the duration of a specific process.

0370 LOC, Place/location identification

A segment identifying a location relevant to the process.

0380 DOC, Document/message details

A segment identifying a specific document required as supporting information for the process.

0390 RFF, Reference

A segment identifying an additional reference or regulation relevant to the process.


4.1.2. Detail section

Information to be provided in the Detail Section:

0400 Segment group 9: LIN-MEA-PIA-IMD-GIN-ATT-DTM-LOC-FTX-SG10- SG11-SG12-SG14 A group of segments identifying line item details for a certificate.

0410 LIN, Line item

A segment identifying product item details for a line on the certificate.

0420 MEA, Measurements

A segment identifying measurements relevant to the product item. The segment should be used for example to specify line net and gross weights, number of items or age.

0430 PIA, Additional product id

A segment specifying additional or substitutional product item identifiers. The segment should be used for example to specify any tariff classification relevant to the product item.

0440 IMD, Item description

A segment describing the product item in an industry or free format. The segment could also be used to describe attributes such as species or breed.

0450 GIN, Goods identity number

A segment specifying additional identifiers related to the product item. The segment could be used for example to specify animal tag numbers.

0460 ATT, Attribute

A segment further identifying attributes of the product item. The segment could be used for example to identify product sex.

0470 DTM, Date/time/period

A segment identifying a date relevant to the product item. The segment could be used for example to identify the use by date of processed product.

0480 LOC, Place/location identification

A segment identifying a location relevant to the product item. The segment should for example be used to specify the country of origin where different to country of export.

0490 FTX, Free text

A segment specifying textual information in code or clear form, to give further clarification where required for the product item. The segment should be used for the scientific name of the product item, any declarations or comments specific to the product item, and the names of product contaminates.

0500 Segment Group 10: DOC-DTM-LOC

A group of segments identifying related documents specific to a certificate line.

0510 DOC, Document/message details

A segment identifying a specific document required as supporting information for a certificate line. The segment should be used for the identification of any additional certificates or permits related to the Sanitary/Phytosanitary Certificate.

0520 DTM, Date/time/period

A segment identifying a date related to the document. The segment should be used for example to identify the date of issue of the document or the presentation period within which the document must be presented.

0530 LOC, Place/location identification

A segment identifying a location related to the document.

A segment containing the result of the algorithm permitting the verification of the authenticity of the sender and the integrity of the data.

0760 DTM, Date/time/period

A segment identifying a date associated with the preceding AUT.

0770 UNT, Message trailer

A service segment ending a message, giving the total number of segments in the message and the Control Reference Number of the message.
