You might also want to check that the stylesheet version isn't set to
1.0.  That ought to give you a different error, but if, in the
stylesheet element you have (among probably several other attributes)

<xsl:stylesheet version="1.0">

You want at least:
<xsl:stylesheet version="2.0">

And honestly
<xsl:stylesheet version="3.0">

Wouldn't hurt.
