Your default definition of panels_a is <xsl:param name="panels_a" /> which makes a zero-length _string_ so as its a string you can't do $panels_a[following-sibling::*]"/> what you want for a default is an empty node set, not an empty string so <xsl:param name="panels_a" select="/.."/> /.. doesn't select anything but does generate a node set.
