Because it's the _name_ of the language implemented.
Read http://www.w3.org/TR/WD-xsl as 
"FORTRAN" and
http://www.w3.org/1999/XSL/Transform
as "Java"

they are "just" names it doesn't not matter if anything is retrievable
at that address, but if you give a fortran program to a java system, it
won't work, it won't work even if you changed a comment at the top that
said "this is fortran" to say "this is java". 

To an xslt system anything in the namespace
http://www.w3.org/1999/XSL/Transform
is an xslt instruction. Anything in any other namespace is just
literal result elements that are copied to the output.

so for both IE5 and XSLT, 
 <xsl:stylesheet xmlns:xsl="uri:xsl">
that element is npt the start of a stylesheet, it is just some unknown
 element in some unknown namespace.

If you go

 <xsl:stylesheet xmlns="http://www.w3.org/1999/XSL/Transform">
then to an XSL system that is the start of a stylesheet, but to IE it is
again just some unknown element.

If your server does not support XML (whatever that means) you wouldn't
be able to read the XML files at all, neither the source nor stylesheet.
on any platform that can run the microsoft dialect (server or client
side) then you can install msxml3 and use xslt.

If you really have to use the microsoft version for some strange reason
you can't expect much help from this list. It's like asking java
questions on a C list. Someone may give a bit of help the first time,
but basically you are asking in the wrong place.
