That isn't XSL 
 which would be

xmlns:xsl="http://www.w3.org/1999/XSL/Transform"

it isn't even the "XSL" language (that is really unrelated to XSL)
that is built into IE5, which would be

xmlns:xsl="http://www.w3.org/TR/WD-xsl"

> <xsl:for-each select="PICTUREGALLERY/PICTURE" order-by="+DATETAKEN">
xsl:for-each does not have an order-by attribute in XSLT so it appears
that this stylesheet is intended to be the non-standard, deprecated
Microsoft dialect, in which case the URI should be
xmlns:xsl="http://www.w3.org/TR/WD-xsl"
however better would be to use Microsoft's XSLT implementation
(which is in IE6 or by upgrading IE5 with MSXML3)
