It's the definition of Step (I'm only including the relevant parts of the 
grammar):

Step: AxisSpecifier NodeTest Predicate*

AxisSpecifier: AxisName '::' | AbbreviatedAxisSpecifier

AbbreviatedAxisSpecifier: '@'?

NodeTest: NameTest | NodeType '(' ')' | 
	'processing-instruction' '(' Literal ')'


Which allows for:

'@' NodeType '(' ')'

and

'@' 'processing-instruction' '(' Literal ')'

Which is total nonesense.
