I can't tell you what to do to make your example work with IE5 but I can
tell you what to do to make it conform to the latest working draft.
Unfortunately, I don't know a lot about IE5's XSL support. I know that it
trails some other XSL engines. That isn't the developer's fault. It
because of the slower commercial software release schedule. Consequently I
wouldn't use it as my "test implementation" if I were you.

In particular I don't think you should expect it to handle the "fo:"
namespace. I dont' think that there is any XSL implementation that handles
the "fo:" namespace.

Other problems:

 * your namespace declarations are wrong. You forgot the ":" after "http". 

 * "process-children" changed to "apply-templates" in the current working
draft. IE5 probably supports the old one.
