RE: parameter entity in DTD (was untitled)

I couldn't help but notice the message Francis pointed to in another 
thread had an example SGML statements contained with the internal
subset using DOCTYPE. Is someone saying you can introduce a parameter
entity into the XML document and not included it in the DOCTYPE?
Are these not SGML declarations in the DOCTYPE?
