RE: parameter entity in DTD (was untitled)

But doesn't the SGML statements have to occur within a DOCTYPE?
I stand corrected if I overlooked something, but I get an error
if I attempt to place SGML statements in the XML without including
them in the internal subset of a DOCTYPE.
