That's incorrect.

Parameter entities can be used in XML DTDs as well:

Declarations like 

<!ENTITY % children  '(A,B,C)'>
<!ELEMENT father %children; >
<!ELEMENT mother %children; >

are often used.

content. In this specification, general entities are sometimes referred to 
with the unqualified term entity when this leads to no ambiguity.]
