No. They are declarations in an XML DTD. (beware, even if we were doing SGML,
they wouldn't be an "SGML Declaration" which is something else again,
and precedes the dtd  specifies the lexical tokens to be used
(you'll usually find xml.dcl which is the SGML declaration for XMl
kicking around your system, it has a syntax different from both the
document instance and DTD's:

<!SGML -- SGML Declaration for valid XML documents --
     "ISO 8879:1986 (WWW)"

     CHARSET
         BASESET
             "ISO Registration Number 176//CHARSET
             ISO/IEC 10646-1:1993 UCS-4 with implementation 
             level 3//ESC 2/5 2/15 4/6"
         DESCSET
                0       9       UNUSED
...

     FEATURES
         MINIMIZE
             DATATAG NO
             OMITTAG NO
             RANK NO
             SHORTTAG
                 STARTTAG

...


However the point that started this thread was that if your document
goes

<!DOCTYPE x SYSTEM "xxx.dtd">
<x>
...
</x>

then the file xxx.dtd can look like

<?xml version="1.0" encoding="iso-8859-1"?>
<!ELEMENT x (y)!>
<!ENTITY foo "bar">

etc, with an XML text declaration followed by a series of XML element
attribute and entity declarations.
