That descent is to a point of view.  I rarely find useful discussions of
semantics that aren't discussions of processor/implementations.   IME, that
was the most useful distinction made by XML with regard to data of any kind.

That humans can leap those gaps adeptly is a given.  That a computer can do
it is a procedure.   They may not be the same procedure.

But then I have a deep suspicion of anything that uses the word semantics.
Certainly if it descends to the level that the names DeptNo and EmpNo are
considered to have more semantic content than A, B, and C, then the concept
is pretty shallow.
