The signature for this function is sum(node-set); I don't think current() in
your context is a node-set. Try something like (or any variation that gives
sum() the arg it wants):

<xsl:template match="purchaseOrder">
 <xsl:element name="quant"><xsl:value-of
select="sum(items/quantity)"/></xsl:element>
</xsl:template>
