Basically every XML parser reads and more or less
interprets a DTD automatically. If you want to
do something with a DTD youself, like converting
it to something else or analyze it, you can use
Xerces' advanced XNI interfeace. Look at cyberneko
  http://www.apache.org/~andyc/neko/doc/index.html
for a sample.
