Formally, "len" is an alias, a nickname, so the 
source of authority is not the bullards, it 
is my mother who called me that as an endearment, 
and I by assent, adopted it into my signature 
for reasons totally unrelated to my mother's 
use:  I dislike the sound of a Southern pronunciation 
of "Claude", my so-called given name on the 
registration of birth.   So the meaning changed 
based on the source.

We are quibbling notation.  If the authority 
assigns the name, they make the assertion behaviorally. 
It is meaningless until used but the presence 
of the name is the record of authoritative 
assertion.

Rats!  We are becoming lawyers.

I don't understand this.  Names don't *assert* anything
at all: they are nouns, not verbs.  But URI names aren't
totally meaningless, any more than "len bullard" is totally
meaningless: it notes the source of authority for the name,
viz. the bullards.
