No other spec, including SAX, Infoset, DOM, or anything else is normative on this point. By default SAX2 reports attributes that declare namespaces differently than it does other attributes, but this does not mean that they are not attributes. If you want, you can tell SAX2 to report attributes that declare namespaces the same way as all other attributes by setting the http://xml.org/sax/features/namespace-prefixes property to true.
