You can fix it removing the default namespace from the ProcessPurchaseOrder:
xmlns="http://www.openapplications.org/oagis/9"

...and just change <ProcessPurchaseOrder ...> into <a:ProcessPurchaseOrder ...> and </ProcessPurchaseOrder> into </a:ProcessPurchaseOrder>
