There seems to be a bug in the DTD to W3C Schema conversion and CDATA
sections. The "IGNORE" parameter is not ignored and the information
that should be ignored gets included. The code below should result
in the %use.epic; entity being ignored but it is including the
CDATA section even though it has been marked as 'IGNORE'.

Hi Betty,
the document wizard "DTD to XML Schema" does not support INCLUDE/IGNORE; you should use the "DTD to XML Schema (Trang)" wizard instead.
