Please have a look at the project in the zip file. Open the project, open the file test.xsl and press F5 to show the transformation result. The internal processor shows an unexpected error:

included.xslt (5,3): Global variable "v1" has not been defined

Yes, this is a problem in the built-in processor.

There are a few issues in the same general area that we are addressing;
this one is most likely part of them.

The beta versions had have no problems with the example, only the 4.5 release. So you can't say "Yes, this is a problem in the built-in processor". It's a problem since releasing SS4.5.

I believe my sentence was more generic that the one you are suggesting; so
I don't see why I can't say it...

Anyway, yes, this specific issue you have reported belongs only to BL103e;
but the underlying problem did exist before BL103e, also in beta versions;
it was not appearing in the form you are experiencing now, but it appeared
in different forms.

Anyway, we have pin-pointed the major problem; an updated "letter" build
will be available shortly.

The reported problem is fixed in BL103f, now available from:

FYI, we are aware of two remaining issues in the same area which will be
addressed in the future:
- The built-in processor doesn't enforce xsl:import instructions to be
the first children (if present) of xsl:stylesheet
- The built-in processor computes global variables relying on the order
in which they appear in a document; so a sequence like this would
mistakenly fail:
{xsl:variable name="var1" select="$var2"/}
{xsl:variable name="var2" select="'peppolo'"/}
