When generating html+css from a report, is there a way to manipulate <head/>?

We are trying to set up a workflow with stylus reports that supports xhtml+css output.

XML Publisher doesn't let you explicitly control the <head> information; but you can easily change the generated XQuery/XSLT to change it the way you prefer.
