I'm trying to build a simple schema for an "attribute value pair"
message. I'm probably making a simple mistake, but my schema and sample
xml aren't validating. The validation of the schema fails with messages

"Schema Representation Constraint: Namespace '' is referenced without
<import>"
And several of these, for every element reference:
"Ref element <name> not found in the Schema"
The sample xml validation fails with several:
"No character data is allowed by content model"
Although this is probably a byproduct of the schema problems.

I figured this out. I realized that the "ref" references don't specify
which namespace to use, even though I have a "targetNamespace"
attribute. I added a "xmlns" attribute, using my targetnamespace value,
and that fixes all the errors.
