I am very new to XML, and haven't got a clue what this message means. Please talk me through it so that I can eventually convert the file into a usable database.

The URL you use as the location of the file on your FTP server
needs to have your account information in it.
Typically, FTP servers are secured so that not just anyone can
download files, and it appears from the message "Not logged in"
that yours is set that way.
