Here's an interesting scenario:
Programmer A makes a change to an XML document which is tracked in SourceSafe.
Programmer B, who has an older version locally stored on his machine, opens the XML file and makes changes. When he tries to save, he's prompted to check out the file, to which he replies 'yes'.
Now Programmer B's changes against the older version of the file are saved (the checkout operation does not bring the current file version into the editor). This means that when the file is checked back in to SourceSafe, programmer A's changes are lost.
My suggestion - As soon as you attempt to type into a SourceSafe controlled file which is not checked out, prompt the user to check it out and refresh the open document with the newly retrieved version. If you want to change the file without checking it out, you need to 'save as...' a new file.
