One solution (not optimized for speed or brevity:

/*/p
        [normalize-space(translate(., ' &#xA0;', ''))
        and
         (every $i in 1 to 20
            satisfies
               preceding-sibling::p[position() eq $i and
not(normalize-space(translate(., ' &#xA0;', '')))]
          )
         ]
