is xslt "canonicalizable" can it be canonicalized?

One example, inside a template:
<foo bar="baz"/>
and
<xsl:element name="foo">
  <xsl:attribute name="bar">baz</xsl:attribute>
</xsl:element>

are equivalent (*).
(*) I might be missing something here in the example... possible, but my
point isn't about whether this example is identically equivalent./. just
about whether there's been an effort to provide a canonicalization
transform.
My motivation here is to be able to pre-process templates while not having
to canonicalize the xslt myself in order to make sure.. for example, that
I'm not going to have to handle those two (or many more) methods of doing
the same thing with separate template matches in the pre-processor
templates.
