How do you open it exactly, doesn't the editor/application ask for an
encoding to choose or at least allow you to select one/reload with a
different encoding?

Anyway, I tried to use a current version of MS Word to store a document
as RTF and it embedded e.g. all of

{\rtf1\adeflang1025\ansi\ansicpg1252\uc1\adeff31507\deff0\stshfdbch31506\stsh
floch31506\stshfhich31506\stshfbi31507\deflang1031\deflangfe1031\themelang103
1\themelangfe0\themelangcs0

at the beginning when I used the text

 B  C) C( C  B( B0 C.

in the document.

No idea what part of that is necessary, I guess the ansicpg1252 is the
code page you say you want to use anyway, so perhaps try adding that in
your generated text.

TF,bit%20characters%20encoded%20as%20hexadecimal.
seems to have lots of gory details, try to digest that perhaps.
