Is that Saxon EE or HE? Or somewhere between :) ?

There are XSLT-based random number enerators around if the Functions &
Operators one using higher order functions isn't available. I think
most use generate-id() as a seed, or you could pass a seed as a
parameter (usually better for testing than using the time of day, for
example).

But i'm not sure i'm telling you anything not obvious :)
