On StackOverflow this question would be instantly closed as one that attracts
opinions rather than facts. None of us know how to find out how many people in
the world prefer truncation to rounding (or whether they are right to have
that preference...). And it really doesn't matter how many people prefer one
over the other: if your client is subject to accountancy regulations that say
how it should be done, then that's what you have to do.

In the real world some quite complex rounding requirements arise, for example
rounding percentages so that they total 100.
